  • Maura Bluestone served as founding President and CEO of Affinity Health Plan from its inception as The Bronx Health Plan in 1986 until her retirement on October 31, 2012. Working with several Federally Qualified Health Centers in the Bronx, she conceived and developed The Bronx Health Plan (TBHP) as an independent, not-for-profit organization committed to improving the health of underserved populations. The plan became the first organization in New York State to receive a Prepaid Health Services Plans (PHSP) license.

    Under her leadership, Affinity grew from 23 Members to more than a quarter of a million Members. She established Affinity as a leading health plan committed to providing access to quality, cost-effective care for Medicaid and other public health insurance beneficiaries. Also, Affinity consistently ranked among the top Medicaid managed care plans on clinical quality and customer satisfaction measures.

    As CEO, Ms. Bluestone pursued a growth and expansion strategy, culminating in the 1999 acquisition of GENESIS Healthplan, a for-profit PHSP, thereby extending the service area of TBHP beyond the Bronx and Manhattan to Brooklyn, Queens, Staten Island, Nassau, Suffolk, Westchester, Rockland and Orange Counties. TBHP and GENESIS merged in 2002 to become Affinity Health Plan.

    A passionate voice for the uninsured, Ms. Bluestone led Affinity to develop the Sunrise Program in 2002, under the aegis of The September 11th Fund, to offer coverage for uninsured persons who worked in lower Manhattan and lost their employment as a result of the World Trade Center disaster.

    In addition to her responsibilities at Affinity, Ms. Bluestone served the broader health care industry in the following capacities:

    • Member, New York Health Benefit Exchange Regional Advisory Committee for the New York City/Metro area
    • Chair, Coalition of New York State Public Health Plans
    • Co-Chair, Medicaid Committee, America’s Health Insurance Plans (AHIP)
    • Board member, Association of Community Affiliated Plans (ACAP)
    • Chair, Morris Heights Health Center Foundation
    • She also participated in a variety of policy committees and workgroups at the State and local level

    Ms. Bluestone is a recipient of numerous industry and leadership awards, including most recently:

    • Lifetime Achievement Award from Urban Health Plan (October 2012)
    • Ernst & Young Entrepreneur of the Year, National Finalist (November 2010)
    • Ernst & Young Entrepreneur of the Year, NY Regional Award Winner (June 2010)
    • Humanitarian Award, Church Alive Community Development Corporation (June 2010)
    • Citation of Merit for Exemplary Service and Years of Commitment to the Residents of the Bronx and New York City, awarded by Ruben Diaz, Jr., Bronx Borough President (March 2010)

    Before founding the Health Plan, Ms. Bluestone held several positions as a policy analyst and program evaluator in both public and private sector organizations. Her public sector work included evaluation of Medicare cost-containment and utilization management programs, and investigation of the impact of the Three Mile Island nuclear power plant accident on public and occupational health. Her private sector work included directing multi-year evaluation studies of Federal health regulatory programs.

    Ms. Bluestone earned a master’s degree in health services administration from the Harvard University School of Public Health and a bachelor’s degree in sociology from the University of Michigan.
